The Iraqi Gazette is done on a weekly basis, although there was some disruption over the holiday period, and can be seen on the Ministry of Justice site.

There appears to be a couple of weeks gap between the date of the gazette and it appearing on the MoJ site.
The latest issue No 4393 is dated the 4th Jan and was posted on the 18th.

There is only a brief summary in English of what has been included and this latest edition shows that Amendment to the Investment Law has been published.

BAGHDAD / .. issued number (4394) of the Gazette of Iraq on Thursday, including the federal budget of the Republic of Iraq for the fiscal year 2016 Act, which passed the House of Representatives and endorsed by the Presidency of the Republic.

The general director of the Iraqi facts circle Muhannad Zebra in a statement: "Eye Iraq News" received a copy of it, that "the number (4394), the federal budget of the Republic of Iraq for the financial year law guarantees in 2016," noting that "the law was issued based on what passed the House of Representatives in accordance with the provisions of subsection (I) of Article (61) and item (iii) of Article 73 of the Constitution, and endorsed by the Presidency of the Republic. "

All issue dates are Mondays so obviously 4394 had to be a special edition.

I fail to understand why every year people continually say there is no rate in the budget. There is always a rate in the budget.

A budget is merely a statement of income and proposed outgoings. As a large part of Iraq's income is in USD they must convert this IQD in order to finance the outgoings.
As the budget was drawn up in October the rate in this budget will be 1066/USD.

I noticed from the link that BF kindly supplied that amendment to the Investment law was voted on the 27th Oct and appeared in Issue 4393 of the Gazette dated 4th Jan.
The Labour Law was voted on the 17th Aug and appeared in Issue 4386 dated 9th Nov.

Not a particularly rapid transition from parliament to the Gazette.

There has been some distorted discussion appearing regarding the implementation of the government reforms. People should just bear in mind that these reforms have been voted through parliament and have appeared in the Gazette, Issue 4393 dated 4th Jan.
